My wife is going to hospital for 3 weeks and might only be able to charge her laptop sporadically, so what's the best option for a laptop with a good battery life for $500 or less?
I don't really mind what specs, as long as it runs Windows and VLC in HD without any issues.

You could also get a battery powerpack to charge the laptop
May be worth considering a chromebook if you don't need all the function.
any tablet or netbook or convertible running a Core M series, or Braswell or Cherry Trail would be able to do about 6~8 hours
Heck my crappy Pendo x360 will do 6.5 hours watching video.

Runs Windows on an Intel Atom Cherry Trail CPU. It's got a fantastic battery and decent build given the price. Doesn't have a fan either, so it's uber quiet.
I have the older model (X205TA) and the battery in it can last for almost 14 hours (albeit with light usage - probably around 11-12hrs normal use).
The $320 dell that keeps popping up in the ebay sales would be perfect.
