No. Its the same. The 48 is one bag of 48 rolls loose. The 45 is a bag containing 5 wrapped packs of 9 rolls.

The 48 is like a plastic bag with 48 rolls of toilet paper. The 45 has seperate packs inside , each of those has 9 rolls of toilet paper.
