This makes the jeans good thrasharound jeans. they are not good for going out or anything but suit fine for casual wear. 40% off will make them worthwhile.
Any idea if this can still be used on sale items?

The voucher states "Cannot be used in conjunction with any other offer", so my guess is the formal answer to your question would be "no", although individual stores may or may not care if it means getting rid of excess stock.
As far as I know, the sale price is not an 'offer' as such. So it can be used on sale items.
As far as I know, it can't be used on like "2 shirts for $40" offers, but can be used on any individual item.

As per ozhunter's comment, I got the discount off the single item prices not the 2 item offer prices
Seemed to be some confusion on how the discount applied on 2 item offers, might pay to double check with them
