  I suspect this is a targeted offer. No such deal for me when logged in to the Australian Google Play store.

  Strange.
  I just clicked my account and had no rewards.
  Then proceeded to movies to have a look at whats there, i previewed Rogue 1.
  After preview the offer appeared middle screen and in my rewards.

  Interesting, I cant see this on android but can click and rent movies from the pc using the link.

  I am guessing it appears to be a targeted offer but available to anyone.

  Got the offer, it does say "… to welcome you back". So perhaps it applies to accounts that had previously rented or purchased a title but haven't done so in a while? Just a thought.

  I got it to work on one account, but could not get it to work for another account the following day.

  I just got it to work using instructions here https://slickdeals.net/f/10077856-google-play-movie-rental-a…. I got an error saying code couldn't be used in country, but just closed that popup and clicked on 99 cent banner. Good luck

  edit - I don't think either accounts have ever rented a movie on google play
