might as well as say every deal that needs you to register is "targeted". how many freebies have you seen that requires some form of sign up? - that is not classified as targeted

Yep, but they usually have plenty of exclusions, while this voucher has limited exclusions.
For example if you need a high-end sewing machine thingy, then the current voucher may be better…
