This could be a deal, but with such vague stipulations, it's hard to tell.
The deal is there.. those stipulations are on pretty much EVERY airline deal. The booking class that can be used on each flight for this special is limited in number and may already be sold out, hence the "if available".

well considering the first questions the agent would ask would be "Where to? When for? How many passengers? Passenger names? Any route preferences?", I'd say it's just saving time.
Just note, other travel agents selling these flights over $100 cheaper, looks like OP is trying to make a couple extra bucks.
