I think they normally disable CR for these sorts of deals on GB. Mind you I can't seem to get it working on gearbest at all. No problem with ebay.
Got my PJC spinner yesterday had a bit of rust on it too. Don't have any other fidget spinners to compare it with though.
But can't complain at 29c.

The GST is for streaming services like Netflix, not on goods as far as I'm aware. The import tax on goods imported on overseas sellers will start next year I think.

Neither of my 2 had any rust FWIW, just not the smoothest to spin. By the feel of it you'd expect them to stop spinning pretty quickly but they go pretty good.
I don't get the hate for these things, I actually think they're pretty cool (not sure what that says about me). I'd like to see a deal on a higher quality one sometime though.
