Last time this offer came about I spent $1 at Coles Express on Android Pay and scanned my Flybuys card. It didn't automatically give me the 4k points but after calling to chase it up they manually credited it.

I am not sure if you can see the offer using this method means you are qualified.
I can see the offer but there is no "Activate" button which means I may not be eligble - well, I actually got it few months back and used it already.

Where'd you get that statistic from?
Just look it up? There are so many different manufacturers and so many different phone types. Everything from HTC to LG to Sony to Huawei to xiaomi to Oppo to Motorola to Panasonic to Nokia and who knows how many more.
It doesn't matter how many different manufacturers there are in the world. There could be 500 manufacturers, but if there's 1 who stands out, spends a tonne on marketing, and customers usually purchase from, they're going to take a huge portion of the mobile phone market share.
If you look at Wikipedia (https://en.wikipedia.org/wiki/List_of_best-selling_mobile_ph…), Samsung sold ~307 million mobile devices which is 20.5% of the market share in 2016. This is taking into consideration of iPhones as well. So it is far from the 1% you supposedly found. Even Apple only had 14.4% of the market share which is pretty much 3/4s of Samsung's sales in 2016.
To further back up my point, even if you go in public, 90% of the Android phones you see will be Samsung devices. I rarely ever see any other android phones (I see more iphones than Samsungs though) and that's coming from someone who catches the train everyday and attends university 5 days a week.

You don't actually have to activate anything either so I wonder if it's targeted or not.

From the last promo experience, you should do Android Pay with $1+ so that it show up on FB transaction list. All my <$1 last promotion did not activate the bonus points :(
To clarify further, if your total transaction was >$1 and you use Android Pay for any amount <$1 it still show up in Transaction history and you will get bonus points. But if you just buy something <$1 and pay using Android Pay, it doesn't show up in transaction history and you won't get bonus points.
So to be safe, you should either pay/split payment with amount $1+ using Android Pay.
Shame it doesn't support CBA cards :/

Share my last time experience.You need a new google account to create an Android Pay to get bonus points.You only get one time bonus points by using the same Android Pay(in the same google account)with different flybuys.Google accounts determine the bonus points.
Some people did not get bonus points automatically coz it was not first time.

The nature of the campaign seems to be Android Pay are financing it to get Coles shoppers using it. Coles would have little incentive to get people into it.

I'm not sure if this interprets as the first qualifying purchase with Android Pay between 10/8 - 18/10/17. If this is how it supposed to work then we should get the bonus points again. I have tried it and wait 4 weeks to see the result.
The last promo I still get the points even though I did not receive the offer email, so you'd better just try it for $1… Nothing to lose :)
To increase the chance of getting it,delete the card in your account and add it again if you do not want to open another Google account.
I agree with JohnHowardsEyebrows's comment above.Google tips this promotion and flybuys numbers does not matter,only to receive the reward.Even the same flybuys numbers can receive more than 1 time 4k bonus pts.In this case,more than 1 Android Pay are first-time used on that flybuys card.
so does this offer end 18th aug or 18 Oct 2017? is it best to use same credit card on different google accounts, phones and different flybuys card no.s to increase chances or it wont matter if you use same credit card on 1 phone account but just use a couple different household flybuy cards?
I don't see Android Pay offer in my 2 different flybuy acc. But today I just tried to use 2 different Westpac Debit Master for 2 different google accounts for 2 different flybuy account.
Let's see it works or not after few days.
What if I've used android pay but never used it in conjunction with my fly buys card
Few things I can confirm with you guys for now
1. You don't need to use different Android Pay account to get the bonus
2. If you already received the bonus before you won't get it again
3. Even if you have used Android Pay before but did not get the bonus points you also won't receive the bonus points.
4. This is NOT a targeted offer, just scan your Flybuys and pay at least $1 with Android Pay
I took part in this promo last time around, but still had this recent offer appear on my account.. so should get the points IMO. I will chase up with them if I don't see them soon, last time that got me an extra 2000 bonus points :)
T&C do states that the promotion is applied for your "first" Android Pay payment.
