I have 2* 8gb (ddr4 - 2400). Can 2 * 8gb + 16 *1 work ? or Do i need to buy two 8gb ?

It should work fine unless your motherboard has some hardware limitations.
However, in order to achieve the best performance, it is recommended to stick with the same model and brand. So in this case, I personally would add 2x8gb or 4x16gb.

  nope - you want the SODIMM form factor - so the size meant for notebooks
