Those WD Elements enclosures are the best I've seen at dissipating heat without a fan. They're most definitely USB 2.0.
The price is reasonable I guess considering it includes free delivery, although I picked up the 1.5TB version of this drive from Harvey Norman a few weeks back for $99.
Hmmm I have a $10 voucher from them. Making it $79.95 hmmmmmm should I get it?

I don't think any 3½" drive is USB-powered.
