The terms and conditions state:
offer is valid when you register and book an eligible flight between 12.01am (AEST) 5 October and 11.59pm (AEST) 9 October 2017 for travel between 18 November 2017 and 31 May 2018.
The Qantas Cash Cashback offer applies to travel taken by the recipient of the original email only (regardless of other passengers in the same booking) and is not transferable.
Each passenger must register separately for the offer. To be eligible, you must be a Frequent Flyer member 16 years of age or older and make sure the Qantas Cash facility on your Frequent Flyer card is activated by 31 October 2017.
At this state we don't know if it's targeted or not, I assume this is a general email promotion sent out to Qantas Cash enabled FF cards. I wouldn't be too hasty to mark this one as targeted without sufficient information.
The cashback amount is not mentioned on the website, but rather varies from person to person. However the eligibility criteria is set out in the above snippet.
