Given that Steam are advertising the deal as well, referencing the PG-Gamer story in the "recent news" window in the app, your doubts look misplaced.
It's talking a long time to download tho. I guess Steam may have considered the market that grew for mods when the original games was released as shareware, and their trust in its popularity is proving justified.
I wonder if the on-line players are getting suffering a server-hit…And where is Steam themselves advertising this deal?. Why would Steam advertise some one else's deal?.
I can only find a price of $29.95 for Doom (2016 version) on the Steam Store. Not the same deal price.

Steam would be more than happy to take your US$29.95 should you wish to give it to them. They are also happy to advertise the Fanatical deal in their own portal, and accept the key sold therein.

This is the one PC game I've played in the last two years where I thought "why can't all PC titles be this well optimised?". Great game.

Paid full price I think and I don't regret it. At this price it's hard to pass up and easy to recommend.
I think this would be cheaper during Steam's sales. Usually they offer 75% off Doom which would bring it down to $7.50 USD.
