In order to get the freebies you need to sign up on the website via Steam.
The game and the DLC (if applicable - you need the base game in your Steam account I suppose) will be directly redeemed in your Steam account provided the target goals set by SEGA are met which (and I am taking a leap of faith here), is very likely. The target is 500000 hours.

          Steam only counts the hours your game was running. Most of my trading cards have been received from just idling on the menu.

      When the target goal is reached you will get them automatically sent to your Steam account if you signed up I believe.
