      Yes. You can't have a custom rom without a rooted device.

        Not necessarily.
        To install a custom ROM, the phone needs the burnished unlocked.
        You can then choose to allow root access on the custom ROM or not.

          But you need to install a custom recovery like TWRP which requires root?
