Can you control this direct over wifi, or does it all go via a server in China?

  Not sure, but you can control them direct from the Mi Home App over wifi without needing a gateway/hub.

  Can control with gateway and internet access disabled on gateway and light but local lan enabled or use home assistant.

  You can get them to work with Apple HomeKit if you use the free 3rd party HomeBridge application (plus the Yeelight Homebridge plugin), which runs on a server on your network ($25 Raspberry Pi Zero W works well). Its a bit tricky to setup but works well once you've done it. I'm using the Xiaomi RGBW bulbs this way.
