In all seriousness, I've found Pjur to be my preferred silicone based lube if anyone is in the market. Move away from the cheap supermarket shit. You can never have too much lube!

Either is fine, although as silicon isn't absorbed by the body the lube generally lasts longer without needing to re-apply. Both water and silicon-based lube is safe to use with condoms, but silicon-based shouldn't be used with silicon toys.
