perhaps but I would not recommend it for a couple of reasons.
Firstly, given its wireless, you want a very strong signal. You probably want the Telstra Air hot spot within 10 meters of the chromecast.
When you stream you are going from your phone to the telstra air and then to chromecast
A lot of bouncing around depending on the distance.Secondly, your chromecast is now visible to others on Telstra Air (unless telstra locked it down per account)
If it is available to others, then some other dude can start casting stuff to your TVI'm not too sure but it doesn't sound like a good idea
Can you directly connect it to your phone or ipad then without a home network?
I have a friend who just uses Telstra Air at their apartment.
You could connect it to your hotspot and it will automatically connect every time you turn your hotspot on, but the data usage would be intense, if the connection is good it'll play videos at full quality, and I don't think there's a way to change the Chromecast bandwidth it's auto-selected based off speed. (correct me if I'm wrong).
Used phone hotspot with chromecast 1, works. But blancos4lyf was right eats thru a lot of data.
Then I controlled bandwidth by switching phone data from 4G(X) to 3G, then switch back to 4G if needed, but usually leave on 3G was good enough for most purposes. Maybe you could find a way to limit bandwith even more thru some app :)
Can’t you hotspot after connecting your phone to Telstra Air? Or do Telstra block that?

Can this run plex? Smoothly and no issues?
Plex can use Chromecast in their app, but there is no Google Home integration.
It mostly works although I've found Plex needs kicking every now and then, that's not really Chromecast-specific though.
Remember this is just a streaming receiver capabale device. So you’ll be streaming from a device , like your phone or tablet from your Plex server via a Plex app, to the Chromecast.
I stream to the older Chromecast from Plex app no worries so don’t see why this would be an issue. The biggest factor I believe will always be your network for streaming.

Is the xiaomi as easy ans smooth as a roku?
Kodi as a cast box on rpi3 seems a lot more flexible and featured.
Can these be used if you're hotspoting (eg. with Telstra Air) and you don't have a home network?
