        Good question but if I had to speculate they either buy bulk orders or at historical prices or resell unwanted keys aka second hand but still unused.

        They could get aa special deal with the publisher or developer somehow also or there might be a special business only price like there exists for wholesale for normal retail products but ultimately I don't know.
