Top tier needs to be $5 USD for me to even consider this.

Layers of Fear for $1 is an absolute bargain.
Sorry to tell you but it was given away for free some time ago so it not the best bargain the game has ever had.
True but unless you have a time machine it is still a bargain if you want to buy and play the game right now.
For example, Payday has been given away for free a while ago but never since so if that was offered at $1 now that would still be a great bargain.

Doesn't seem to be a great bundle this time. Bioshock remastered has some awful reviews on steam, but it does also unlock normal bioshock…
