The T&Cs seem a bit mixed up. I don’t see it as being restricted to Ratepayers as the reference is to residents so renters are included. However, if you want to get two extra bags for a neighbour, you need to show proof that the neighbour is a ratepayer.
There’s also reference to two bags per car per day which conflicts with the other reference to just two bags.

There is usually free woodchips available from all the tree lopper companies.
They might have a dump point for collection or might dump in your yard free at their convince.
Often advertised on gumtree.
Usually register with them and they will dump in your yard when they chip a tree in the neighbourhood.
Also if you look up the freebies section of gumtree in your area there are often people giving away mulch when they ordered too much.
Thats right Tree Services very often have free mulch and its a win win deal to get free mulch from Tree Services Companies as it saves the mulch being sent to land fills.
Glad to see they are now doing their bit for the environment and only supplying in plastic bags so much better than allowing people to collect in trailers or utes and not use plastic bags
Its just everything that is dumped in the green waste pile at the transfer stations
