What is the New Payments Platform?

The New Payments Platform is a new banking infrastructure in Australia which had its initial rollout (Round #1) in February 2018.

What is Osko and PayID?

Osko: A real-time transferring service, aiming to replace the old batch transfer system and the RTGS (Real Time Gross Settlement). Funds transferred through Osko are cleared near instant and are then made available to the recipients account in less than sixty seconds (albeit caveats with some banks).

PayID: A PayID is a unique character string which links back to your account. You cannot make payments/direct debits through a PayID. You can only receive money through a PayID. Funds transferred to a PayID are made exclusively through Osko or a bank's Fast Settlement Service. Currently most banks offer a user to set an email address or mobile number to a PayID.

Do I need a PayID to make and receive Osko transfers?

Absolutely not most of the time (one bank is completely opposite). Cuscal institutions, Bankwest (slowly rolling out), ANZ, Westpac and NAB allow Osko transfers to a normal BSB and account number. As long as your financial institute supports the New Payment Platform, you should be a-ok.

For Westpac users, you will need to have the PayID functionality readily available in order to make Osko transfers. (This does not mean that you need to create a PayID). If you do not have the ability to create a PayID, you will need to wait as Westpac is taking a dumb approach to rolling the system out.

Limitations on Osko/STC/PayID?

Each bank has their own limitations on Osko and PayID, these can been seen on the spreadsheet above.

Usually limitations include -

  • A xxhour hold on first-time payments, depending on the amount.

For Commonwealth Bank users, a 24 hour hold is placed on first time payments to a new PayID that is over $200. This can be circumvented by transferring a smaller amount, then transferring a larger amount.

For Bankwest users, a 4 hour hold is placed on first time payments to a new PayID.

  • Maximum amount limits

Most banks limit the amount of money made through Osko, usually $1000 a transaction with a max of $5000 a day. (exception - NAB is the only bank at the moment which allows Osko transfers up to $20,000 a day.)

  • PayID types.

Commonwealth Bank, Bankwest and Westpac have opted to only allow mobile number PayIDs at the current moment.

Other Osko limitations.

  • Commonwealth Bank and NAB have currently only opted to allow Osko transfers via the mobile app only. NAB's online banking solution will be released by the end of this year. No news on Commonwealth Bank.

  • Likewise, Bankwest and ANZ have currently only oped to allow Osko transfers via the internet banking website only at the moment. Both are slowly rolling out mobile app solutions.

  • For Commonwealth Bank users wishing to make an Osko transfer, the transfer must be made to a PayID in order for the payment to be processed as an Osko transfer.

Can I make reoccurring/future Osko transfers?

Only three banks allow this functionality at the moment. Bendigo Bank, BankVic and Bank of us allow for future Osko transfers. These are usually sent at 6am- 7am.

Why is "____" bank not available?

Your bank has opted in to a Round 2 rollout. There is currently no date for a Round 2 release rather than late 2018/early 2019. These banks are currently speculated to be in the Round 2 rollout.

  • Macquarie Bank (tweets make it seem like receiving functionality available for Round 2, sending functionality later in 2019)

  • Bank of Queensland

  • Citibank (might be delayed to 2019)

  • HSBC (might be delayed to 2019)

  • Bank of Melbourne, BankSA, St. Georges

  • Bank of China Australia

  • Heritage Bank

  • MeBank (might be delayed to 2019)

  • Qudos Bank

  • Suncorp Bank (might be delayed to 2019)

  • Who is BrianQQ and what does he have to do with this? What about AMP bank?

    • Just a regular schmegular user. AMP Bank isn't listed on the website neither have there been any social media correspondence in regards to AMP receiving the NPP.

    @BrianQQ I don't mean to nitpick, but the first few sections are somewhat incorrect.

    It kinda makes out that NPP and Osko are the same thing. In reality, Osko is just a BPAY service that sits on top of NPP. (the technical term is "overlay service"). There will likely be many overlay services for example, PayPal may elect to modernise their Aussie offering to leverage NPP for realtime debits/credits (I'm not saying they will, but it's an example about which there has been some industry speculation.)

    However, if Osko didn't exist, NPP would still be a great thing. Osko is just an attempt to make the old, slow BPAY system continue to work in the NPP era - where they'll have no excuse for charging a late payment fee when I submitted a bill payment three days before the due date. :(

    • Thing is Osko isn't meant to replace the BPAY system. BPAY will still be used in the eventual future for bills, etc.

      • Yep. Which is largely a nothing service that puts a brand name (and presumably generates some sort of revenue stream for the BPAY consortium - who are infact just the banks anyway) over something every aussie bank will be expected to provide out of the box.

        From what can I gather it's largely a fluff branding exercise to hold the BPAY consortium over until they devise a plan for where they wanna take their core bill-paying service.

  • Thanks OP. I tend to use OSKO transfers, in-browser, for banks where PayID registration is unnecessary. From your spreadsheet, Bankwest supports OSKO sending via browser (with limitations).

    If it is like ING, even without a PayID, as long as recipient bank supports NPP, fast transfer will be used (provided amount is within OSKO daily limit).

    I just did a test to see if it is like ING. I logged into Bankwest, tried a PAY Anybody to another bank that supports NPP. But the default date was set to tomorrow earliest, and could not be changed to today. (Presumably because it only supports slow transfer, and today is Sunday, a non-processing day). Therefore, it is not like ING.

    Can you throw some light as to what the limitations are? Is it the need to register a PayID ? Do you have a link to this info? Their online info does not seem to address this specifically.

    • Try transferring to said BankWest account. Should work. Bankwest uses their own in-house system rather than Osko so ING might be unable to pick it up.

      • Sorry if I did not make myself clear. Let me paraphrase.

        If available, I would like to use the fast sending from Bankwest to another NPP supported platform. But can this work, without registering PayID with Bankwest? (This is possible, with ING). Your spreadsheet mentions limitations for OSKO sending via browser for Bankwest. But unclear what that is. So any info, if you are aware, would be appreciated. Thanks.

          I don't know about bankwest, but I pay from NAB using app, to ING using BSB/Account# (not payID), and it goes via Osko instant.

          Not sure what the $ limits of Osko are but I wish it was higher. Often more than around $500 it says I have reached my limit and it will go old shcool..

          Yes you can send Faster Payments without registering for a PayID. However, the internet banking website currently does not support faster payments to another BSB or Account Number. Basically your recipient needs to have a PayID but you don't need one.

          The app will be rolling out faster payments with the BSB function enabled soon.

    Any insight into UBank rolling this out? (PayID and acceptance of Osko) or even an update to their UI would be good lol

    • UBank stating soon, expecting it in the Round 2 rollout as well.

      • In terms of UBank being added in the next round of banks, what I would like to know is if this will mean instant transfers between their transaction accounts and home loan accounts as their home loans are provided by Advantedge and not Ubank directly. I find it so annoying having all my accounts with UBank but having to wait 4-5 business days to redraw my own funds

        • Don't really know about that front. Maybe more news will be released leading up to the homeloan.

  • Does the States use something similar to Osko for Venmo? Or is that more like Paypal?

    • Venmo is more like Beem It, you add your card or bank account and you can make payments to others that have the app.

    Bankwest now supports NPP via Web Browser as well as Mobile App, and can send to mobile, email or bsb
    You need to register for PayID to send, but not to receive (someone can NPP send to your bsb)

    • I’m with Bankwest and have been able to receive via NPP for months however I still cannot send…

      • dimnitryp's comment is that you need to register for PayID to send (no such requirement for some other banks). I haven't, I assume that is why I cannot send via NPP either.

      • There should be a "fast payment" option under transfers in internet banking - that's the one. If you dont have it then you probably havent registered a PayID?

  • Is there a limit to how many Osko payments you can make in a month?

    • As far as I know, none. But there is daily $ limit constraint.

  • I’m with ING and I have no choice, Osko payments are automatic. And then at some point the app said I have no more Osko payments available and the transaction would take 2-3 days. I can’t find on the website when the limit kicks in. Not a big deal I’ll call them. Just curious.

    • The limit is $1000, for browser-initiated transfers. Not sure if it is different for app-initiated ones, most likely the same.

  • In terms of UBank being added in the next round of banks, what I would like to know is if this will mean instant transfers between their transaction accounts and home loan accounts as their home loans are provided by Advantedge and not Ubank directly.   • Queensland Westpac users can now send Osko Payments and set up PayID to their account.

  • VIctorian Westpac users can now send Osko Payments and set up PayID to their accounts.

    Keep in mind that Victorians who applied online are still unable to access the NPP due to their BSB being in NSW.

      According to the NPP Support Spreadsheet they haven't rolled out yet.

        • Wasn't that hard it's been around for ages and it's actually listed as the first thing in this post.

          Based on who I know runs it, it's highly likely it was posted by the original author BrianQQ so you could try messaging directly or you can join our discord server where also the author hangs out. We have a dedicated section for talking about the spreadsheets.

  • Suncorp went live yesterday via the Suncorp App, not the Bank apps.

    • Yep completely ridiculous. As that app lacks a whole heap of banking features so you have to have both apps. That's now two new features in the "Suncorp App" that are not in the Bank version. And a whole lot of useful features that are in the bank version that are not in the app version.

    did a $20 transfer from my commbank account and it was still held.
