      Possibly that it was originally network locked to Vodafone then unlocked after? Then I guess you had have to break the seal or maybe you just need IMEI, not sure.

      Phones come with Vodafone customised firmware which has preinstalled couple Vodafone apps. However its unlocked version, accepted other network simcard.

      Single sim, note 8 Australian version only come with single sim.
