          Haha jokes aside he's someone who says whatever you want him to in exchange for cash I think. The audience that found and popularized him were teenagers, so you can see where this is going. This was a really old video that blew up.
          Also 4Chan made him the president of their meme country, which is real mature of them as always.

      Time depends on the number of words but around 20-30 seconds and I received mine in .wmv.
