From the current press the S10 and S10 plus sound like it is a fair upgrade from the previous models.
If you ask me there havent been a major difference between the S7 to the S9 but the S10 sounds like it will be a bit of a revolution meaning all previous models will lose a tone of value
There has been major differences between the design of S7 to S8, but S8 to S9 was minor and not worth the upgrade.
S10 will be similar to the changes between S7 to S8, a Major refresh in terms of features and design.
