Do you know if they output continuous light suitable for photo and video?

  It really depends on how much distance you keep between the camera and these LED light source.
  
  These LED diodes are made for general lighting purposes.
  
  If the camera gets too close to the LED Light source <30cm, you will see the light flickers in your screen.
  
  The COB downlights have a shorter flickering range of 10cm but still, you need to USE a CFL lighting kit for professional photo shooting.
  
  These LED's output is not as continuous as the CFL bulbs, but if you keep enough distance from it the photos will look fine.
