It must be rated as a store in a poorer area. Coles will ship expiring stock from rich areas and put it on sale in poor areas. The main reason being that they struggle to sell these items even at a discounted price in the rich areas.
Try it yourself, go to a Coles in a rich area and I bet you'll find next to no clearance items.
This particular deal is obviously on the very low end and might be for other reasons, but in general this is why you'll find more deals at certain stores.
Clearly you have no idea where camberwell is located! And the best place for discounted cakes and biscuits is actually Safeway Toorak. Always has decent levels of stock heavily reduced and about to expire as the rich snobs won’t be seen with a generic Safeway cake.

Same, my local small-ish Coles usually has sales, otherwised not advertised on website.
Where as if I went to my other Coles located in a shopping mall you tend to notice less reduction on anything.

I managed to find 4. They were at the start of some of the closed checkouts. I found two then found another two. About an hour ago. Expiry is 24 April 2019 though.
I'd probably buy like $50 (500 bars) worth just so i can randomly hand out twix to people.
