  Intel NUC. I got an 8th Gen i5 with 250gb SSD and 16gb of RAM for $663 delivered from Futu with an eBay 20% off sale. NB: Some assembly required and install of OS.

  A 7th gen i3 (NUC7i3) with 8gb should come in for a lot less and do exactly what you need it to do.
