CDKeys is legitimate. The others like G2A and scdkeys obtained their keys through illegitimate ways so to speak.
G2A is like eBay, they provide a platform to sell game keys so they're not the ones selling illegally obtained keys.
Not every key on G2A is an illegally obtained one, just most of them.The problem with G2A is that they know the sellers on their site are distributing and selling illegal keys and they're not doing anything about it. They won't create any new rules and guidelines to curb out this behaviour as if they do, no one will sell on their site.

Nope, need to create an EU account, but also worth noting that won't work the the Australian copy of the game.
