Why wouldn't it be? The exclusivity deal is timed.
The PC redemption button literally reads "Redeem on Steam".
I suspect that's a UI issue due to the same Shift redemption being used for BL, BL2 and TPS, all of which are on Steam.

I confirmed it's a universal platform key on the The Unofficial SHiFT and VIP Code Archive, plus it worked for me through the Borderlands 3 SHiFT redemption page.
Ahhh, this is only for people that already have a copy of Borderlands 3…
You can redeem it on the gearbox site in the OP without owning the game.
Yep, I've been redeeming BL3 codes on all three platforms for whenever I finally buy the game on deep discount :-D
Interesting when I tried I just get the following message back "This code is not available for your account'

Just so people know, these codes, when they give you the option to pick Steam or Epic, most of the time you can click 1 platform, paste the code in again and choose the other, it redeems for both.
Not entirely useful, but if you do ever end up acquiring the game on both platforms somehow/someday it may come in handy to have keys to use.
What I don't know though, is whether using the keys on one platform will take from the same inventory since both platforms use the same Shift account.
Dont know why people bother with this - just grab yourself a borderlands profile and save yourself the hassle.
