Okay, so here is my situation: I signed up to a Telstra month-to-month plan and then I decided to cancel it, unfortunately due to COVID-19 and delivery delays the sim for my new plan has now arrived but my old plan is fully cancelled so I’m unable to receive a OTP to activate the new plan, I’m wondering is there any telco that doesn’t require an OTP to activate a plan? Thanks in advance :)
Also I’d prefer a prepaid plan if that is possible?

You need them now. I don't think u can port without it.
Your current service shouldn't have been cut.
The method of porting should be, you contacting the new provider who will send you a new SIM card. At this times your service with the old provider will continue.
Then you will activate the new sim card, the process will ask if you'd like to port the number. If yes, then this will take effect up to 4 hrs (if moving in between 2 different networks). Then youll be able to use your phone with the new provider.

When you disconnect your number, it goes into quarantine and can’t be reused (unless the person has the required authority to override). You shouldn’t have cancelled your plan. It’s a requirement put in by the ACMA that before any port is done, you have to authorise it on your old SIM card. This is to prevent identity theft
Oh I see, I guess I’ll have to wait until Telstra’s call centres are not under the pump and ask them to re-activate my plan on a prepaid then. Thanks for your help!

That doesn’t sound right. Pre port verification is a mandatory step that all telcos have to follow.
I ported to vodafone and did not get otp from vodafine, only from amaysim my old service “do you really want to leave us boo hoo…”
You could always rock up to telstra (or other) shopfront with your licence (WITH MASK AND GLOVES) and they will do it on the spot, no otp needed.
Yeah, I think it would hard to distance my self from the employees in such a small place and I think the cost of the mask and gloves may make it more beneficial for me to wait…
Do you mean you want to port your number? If so, all carriers will require an OTP to be sent to your existing service to authorise the request. You shouldn’t need an OTP for a new activation.
