You mean "… without GPS" ?
A GPS navigator does not require wifi or 4G network to operate, therefore it's offline. I presume this app will operate in the same manner.
It would appear that this is a Google Maps source as it mentions Google Maps in the description.
If so, you can download offline maps on the Google Maps App, the whole state of Victoria is about 500MB.
It's very handy, no buffering when you're coming up to a right hand turn on a 4 lane highway!!There have been previous discussions like that on previous posts

It's still valid and if Luke didn't say anything I was going to. I downloaded Google Maps for offline use everywhere I travelled, only issue was occasional routing misdirections (and this app only online routes).
Having said that, this is definitely OpenStreetMaps and not Google Maps, so could be useful as a comparison.

Awesome app i have been using for a few years. You can record tracks in the background, import points and tracks, and has high detail topo as an offline add-on with extra charge. You can record plan flights, speed, altitude and location. Yes it works on a plane in the window seat.
Oooooo…topo maps too….for $8….hmmm…nah

Fantastic app, I always take this travelling with me. I find the POIs especially good.
