Found this last night when trying to get the cheapest way to get the new F1 2020 game. Cheapest I've found is $69.

Need to have a VPN that connects to an Argentina IP - I use Astril VPN.

Steps:
1. Purchase game through Paypal in AUD currency
2. Wait for confirmation email
3. Connect to VPN connected to Argentina.
4. Log into your xbox account on chrome.
5. redeem code
6. Enjoy.

  I did those steps but got the error message: "Contact the seller to get a code that works in your region. This code was purchased in a different region and cannot be redeemed."
  What I could do? I am using Surfshark VPN - Help please : )

    Make sure that you log out of your Microsoft account, connect your VPN to Argentina, then log in and redeem the code.
    If you are logged in already it might fail.

      Is there anything else to do…? on the Xbox website just above the field to paste the code its written:

      • Redeem your code or gift card
        "It'll be added to l****.******@outlook.com (Australia)"

      I just tried with Astrill and same problem. I am redirected to the Argentine Xbox website at first and then for the redeem at: https://redeem.microsoft.com/enter?ref=xboxcom&wa=wsignin1.0

        Glad to hear.
        It's strange because mine had the same setting as (Australia) in the bracket and it still let me redeem.
