I think I'd rather spend a bit extra and get fully synthetic personally.
Doesn't really matter unless it meets vehicle specification and is changed at the correct service interval. It's also very uncommon for full synthetic 10w40 to go on sale. $19 for a semi-synthetic 10w40 oil is one hell of a bargain.
Different cold performance, comparing apples to oranges here. $19 for a 10w40 semi synthetic oil is a decent deal regardless.
A lot of engines could accept the apple or the orange in this case. Both are semi-synthetic. This deal is 5L. The other is 6L.
A lot of engines can also only accept the apple but not the orange. This deal is good for those who have cars that can only take 10w40.
