        In hindsight, eBay Plus eligible items have to be located in Australia so this GST thing isn't applicable.

        The "GST fees at checkout" only applies to items located overseas, and you will see a line/charge for GST at checkout. For items located in Australia you won't see this extra line.

        So really, you only need to spend $113.92 (excluding delivery fees) before the 21% off.

      it finally tracked, so i'm going to answer my own question. it took 35 hours for the ebay cashback email to come through.
