Yeah there is. The game is already enhanced for the Xbox One X but will get an additional patch for the Xbox Series X to bring in a host of changes including a bump up to 120fps for anyone with a monitor or tv that supports that.
what does 'only on us accounts' mean- xbox isn't region locked? might need a vpn to activate but that's not an account?
Yeah I'd also like to know. I've been wanting to grab this digitally but will hold off until there is clarification.

Are you sure you dont just need to apply the code using a US VPN?
For what it's worth I did buy this and redeemed it on my Australian Xbox account via a VPN. It shows in my purchases list and I can install it to an Xbox. I can't offer any more info than that because I'm waiting for the Xbox itself to arrive in November.
There is going to be an Xbox One Series X enhanced patch available at launch for this title as well from what I recall
