    It appears so, to get the membership. However I do have a Westpac card, and don't have this offer (I do however have the other ones shown in the screenshot), so it appears to be targeted. Hard to say how that targeting has been done, eg possibly based on which card you have, possibly based on location since it seems strongest in Melbourne, possibly based on spending pattern.
