  For thermal performance, yes. Wool is meant to keep you warm even when it gets wet.
  
  Whereas cotton will make you feel cold if it gets wet.
  
  Comfort wise though I find some wool to make me itchy and irritating. While I have yet to wear a piece of cotton clothing that was uncomfortable.

  Wool should be warmer, just depends how warm you need to be.
