Retailers are sitting on piles of PC parts because of the GPU shortage. Fewer people are building, so everything else is not selling as much. The suppliers have started selling bundles with 5 CPUs, 5 Motherboards, and one GTX 3080, and not selling the GPU separately.
So that's why we're starting to see similar bundle deals at the retail level.

Why are they installing the CPU on the mobo before shipping sounds like it's the OEM tray CPU which doesn't matter but the price increase should be free delivery

Not fishy. OEM cpu sales are valid if they're sold with additional related hardware (motherboard in this case). There is an agreement that any warranty processing has to go through the retailer (shopping express) rather than AMD directly. This is the only difference. The good news is that this is the way we're supposed to process all warranty requests in Australia.

The demo/openbox stuff I've bought from shopping express previously has always been clearly marked.
Probably because a lot of idiots break pins installing CPUs.
Their is no margin on CPUs at these prices, if one idiot breaks a pin and claims it back on credit card the retailer here will be making a loss for while to cover it.
Pretty hard to damage a board when installing but easy to damage CPU.
Would also be cheaper to ship.
My local MSY would offer to do it for most teenagers in the queue most of the time however I haven't been to a physical shop in ages.
When combo motherboard and OEM CPU, OEM CPU is always installed as there is no box to ship the cpu in otw

Aaand it's gone. I'm sure it was gone a while back, but personally 3hr 37mins is some kinda record for CPU+Mobo combos
