If it's just for watching youtube, maybe a cheap Android tablet? Will save you a heap of money and will achieve the job you need. There seems to be a few sub $200.
Maybe check this list for some cheap ideas and then check Amazon/price history type sites to find a deal?

IMO don't get a Apple product for a kid, especially a little one, as they are likely to break it, and they are unlikely to require such a high spec device.

Depends how little and how long you intend keeping it for. Entry level iPad is $500. Protective condom for it; around $40, but I've seen them at schools last many years in the hands of kids. You would get five years of software updates.
