You should replace the RAM entirely, especially if you currently have really slow memory.
I'm not mixing the ram I am getting rid of the current ram and putting 2 of these kits (MD32GK2D4320016XRGB) in so it will be 4x16gb. Will that be ok?

Agreed. I bought some as I needed some for a work PC since I pinched the 32GB to add into mine to make it 64GB. Now have a new staff member starting, so need to get the other machine going. This will do the job perfectly.
Which die do these use? And would I be able to OC to 3600 with an x570 and 5600x
Pretty much any IC apart from some really bad Hynix ones will go 3600, it's just a matter of how tight.

Probably a stupid question - but is this compatible with AMD Ryzen 5 3500X 6-Core Processor ? Cant find anywhere that mentions if its Ryzen or Intel specific - or is that not a thing ?
Ryzen RAM compatibility lists aren't really a big deal anymore, their memory controllers have improved a lot since 1st/2nd gen.
You should be good, especially if you get just one 2x16GB kit.

this deal or Crucial Ballistix DDR4 3200MT/s CL16 for $240 on amazon? if these are samsung B die is that guaranteed dual rank? I know the ballistix is a bit of a lottery
Just the heads-up. Those RGB radiators might be too bulky for the mini itx builds with a stock cooler or large AIO pumps.
Good price, if I didn't have a 16gb lot already from a different brand I would have jumped on it.
