But there remains normal financial hardship rules for early release of super.

For most people, it's too late. Covid early release approvals ended 31st Dec 2020.
There are still people who can get it, but they had to have applied and approved by the ATO on or before 31 Dec 2020. If the payment wasn't made due to outstanding requirements from your super fund such as ID verification or lack of contact, etc, you can still provide that information to your fund and ask for that payment to be made now.
