I'd go as far as saying DON'T PURCHASE, reading some of those stories.. what a horror. Just read down the bottom of the page, the problems aren't only 2-3 years ago.

They do. This is for specific cases, e.g. phone is locked to overseas carrier (i.e. version CDMA) and you bring it to australia to ask to service/replacement. They might refuse, as the phone they replace it with would be GSM.
Topbuy - I would think you are safe enough, but honestly a boycott of top buy is probably warranted after their past treatment of customers.
Have you ever tried it? Because I have been refused by an Apple reseller in overseas when I had problems with my iPhone, they said that they only accept iPhone with local warranty.
