    it used to be $5 voucher with $50 min spend, but seems to me like they had changed that to a way now that its only $15 min spend requirement.

    If you are a eBay plus member and not getting those $5 monthly vouchers You should be contacting eBay CS multiple times to get eBay plus cost refunded or get the issue fixed

        my guess is last month, But eBay's system is ditched up so they cannot give everyone same voucher on all eBay plus accounts. but i guess this month they had fixed any glitches for a lot of accounts
