Tried it myself and got it working.

~~The steps~~

* create a new google account on your mobile phone (this prevents the mobile number verification)
* add a new payment method on Google Pay using a Turkey address. (to be safe, inform your bank/cc provider so that they dont block your card.)
* install BlueStacks 5.0 on PC.
* activate VPN - Turkey location.
* launch Play Store app and sign in using your new Turkish google account.
* install Disney+ app and create a new account.
* pay using Google Pay

update update update:
no vpn required.

Thanks to fishbomb's comment I was able to get this to work without even needing a VPN.

Create new Google account on phone
Delete cache in Google Play Store (not sure if needed)
Select new account in Google Play Store
Add payment method and select Turkey as Country.
Uninstall Disney+ if you have it installed.
Open Google Chrome/browser on your phone in an incognito window. Set your window to desktop mode.
Search Disney+ on Google Play store in your browser.
Log in on new account and remote install Disney+ to your phone
Open app on phone and pay in TRY.

    The need for Google is to set up to have a validated payment method on file (with Google Pay) with the associated payment country set to Turkey. This is for when you sign up.
    
    Signing up directly with a non-Turkey card will fail. If it accepted foreign cards as payment then the whole thing would be trivial.

    It will not work via the website! The website only accepts locally issued credit cards for payment.
    
    That's the whole point of setting up the Turkish-based payment method in Google and signing up via the app.

This is the way it works with apple. I am on the phone so cant really translate it now but should work with google translator. I can confirm it works.

What a process!

The reason you need a Google account is to use Google Pay, but not sure if you actually need a brand new account.

If you don't use an Android device, then you need BlueStacks, an Android emulator (to run on PC, only needed for signup).

You also need a VPN connected to Turkey, but some are blacklisted, try disconnect/re-connect (only needed for signup).

Mastercard payment method may not work, try Amex.

Subscription is managed through Google, set a reminder before next renew (not sure what will happen if you cancel immediately).

This method worked for me (android):
1. Create new google account
2. Connect to turkey vpn with WeVPN (Nord didn't work for me in the later steps)
3. Clear data/cache of the play store app
4. Open play store and make sure you are using the new google account
5. Install disney plus app. It will prompt you to add payment method in which you do so and select turkey as the country.
6. Open disney plus app and confirm it says TRY 349.90 as the total cost for 12 months.
7. Proceed to sign up using google play as payment method.

    I think you need a new google account to set to turkey. If you use an existing google account and change country you wont be able to change back to Australia for 12 months.
    
    You can use any email for the actual disney account however.

        It is when you set up your credit card in Google Pay that they will ask for the country. If you select Turkey, it then asks you for post code.

  Your vpn's IP is being throttled because too many people are using it. Had the same issue, I just turned it off and the price was in TRY so I was able to sign up and pay without using VPN.

    You can do everything on your android phone as well. If you're having trouble, do this:
    
    WeVPN set to Turkey
    
    Sign up a new Google account and add payment using Turkey address, etc
    
    Clear cache and data of the Play store
    
    Open play store and select your new account
    
    Download Disney+ and the price should show as TRY
    
    Pay with Google pay (I used my revolut virtual card)
    
    If you're having issues, disconnect and reconnect the VPN and restart steps.

Anyone having trouble with the last step during the payment? Have tried various debit/credit cards that I have: Latitude, Citi, etc without any luck. It says:

Error
Your transaction can't be completed. To continue this transaction, use a different payment instrument or contact us.

Even tried using some of the gift cards that I own as well.

      I think I did. It was really strange, when adding the Mastercard for the first time, it never asked about the full address, only country was required (set to Turkey). But charge never went through, same error as above.
      
      When adding a second Mastercard, full address was required, did not continue to add.
      
      When adding an Amex, again full address was required, but it would not take a bogus address (it checks, cannot add). So had to use actual Australian address and it worked.

      I tried this and it didn't work unfortunately. Signed up for Wise, Revolut, and two Aussie banks. One Aussie bank blocked my card.
