Tried it myself and got it working.

~~The steps~~

* create a new google account on your mobile phone (this prevents the mobile number verification)
* add a new payment method on Google Pay using a Turkey address. (to be safe, inform your bank/cc provider so that they dont block your card.)
* install BlueStacks 5.0 on PC.
* activate VPN - Turkey location.
* launch Play Store app and sign in using your new Turkish google account.
* install Disney+ app and create a new account.
* pay using Google Pay

update update update:
no vpn required.

Thanks to fishbomb's comment I was able to get this to work without even needing a VPN.

Create new Google account on phone
Delete cache in Google Play Store (not sure if needed)
Select new account in Google Play Store
Add payment method and select Turkey as Country.
Uninstall Disney+ if you have it installed.
Open Google Chrome/browser on your phone in an incognito window. Set your window to desktop mode.
Search Disney+ on Google Play store in your browser.
Log in on new account and remote install Disney+ to your phone
Open app on phone and pay in TRY.

I had a lot of issues when opening the Disney app it would freeze
I got around it eventually by using WeVPN it appears the other VPNs I was using may of been the issue. WeVPN has a 7 day trial after you install the app on your phone. I did have trouble with that as it actually tried to set me up from Turkey and wouldn't accept my payment details (yeah that thought I was in Turkey but Disney didn't! I didn't even have the VON on) So I had to remove my Turkey profile from my phone until I got that set up the I out the turkey Google account back on my phone.
I made sure to clear storage of Play Store app. I also went to settings on my phone then Google and set my profile to my new Turkey based Google account (not sure if this bit is really needed)
I had to try the download and open of the Disney app a couple times before it worked
I used a Macquarie Card
I spent far too long on this, but it's the OzBargainer way

I was able to subscribe on my tablet after removing all the other Google accounts from the device. Did not need VPN for the subscription process (needed it for the Google account).

But app language is Turkish… How do I change the language?

Edit: Changed language in profile settings, so all good!

  I can vouch for this - ie removing other google accounts that already have an existing payment method from your phone/tablet.
  
  After I've removed my aus google account which has an aus payment method, the app immediately switched to recognising my newly created turkey google account and presented me with the turkey sub cost > voila signed up successfully! No need for a VPN, except for probably just creating your Turkey Google account.

    Yep, I was pulling my hair out with the App freeze/stall after the splash screen. So basically the entire process on an existing phone with AU account would be:
    With Turkey VPN connected:
    1. Sign out of your AU account
    2. Go to settings and clear Google Play Store app cache
    3. Add new account Sign up for Turkey Google account
    4. Add card with Turkey address (pick a random address from Google Maps) - will probably need to verify with your bank after using SMS/phone call
    5. Launch Play Store and download Disney Plus app
    6. DISCONNECT FROM YOUR VPN - this is important as the app would keep freezing for me if I keep the VPN connected
    7. Without VPN - the Disney Plus would show the Turkey price and let you subscribe

My Disney plus app keep showing A$ price if I install the Disney+ from the phone Google Play Play app with my new Turkey account (tried clear Google Play app cache with no success)
Then I tried to open the Google Chrome in incognito mode on my mobile, browse the Google Play with my new account, and install from the website (it will say the Disney+ app will be install soon on your mobile)
Boom, this time I don't even need to connect to VPN and it is showing TRY$

Hope this help if you have a few Google account in the phone like me

Haven't had any luck getting this to work with WeVPN on a few different devices. Either the app doesn't load, or it does but it's showing me the aussie dollar amount to subscribe.

  If you have other google accounts saved on your device try removing them first and leave your Turkey Google account as the sole account logged in on your device/playstore. Then try opening the disney plus app again without VPN.

    Yeah I tried that, still coming up with the aussie amount. I've checked my new google account, has a turkey address and I added my card into Google Pay with the same address. Also tried downloading the app via incognito browser on Turkey VPN and cleared the cache, same result.

      Try going to your playstore and tap on your circle profile icon on the top right > tap on payment and subscriptions > tap payment methods > tap more payment settings > tap edit if you already have a card saved and double check the location is set to turkey
      
      I do apologise if you've already tried the above it still hasn't worked for you

        @jerdp: Got it working. Tried your suggestion, downloaded the app via VPN, then disconnected the VPN before opening the app. It then showed the amount in TRY. Now subscribed!

    I tried that too. It ended up working when I used "Secure Folder" on my galaxy as that's essentially a separate phone in its eyes.

        @superforever: It's a different message between two separate Google accounts.
        
        One is we don't allow Google Pay in your country.
        
        One is Your transaction can't be completed. To continue your transaction, contact us.
        
        This has been tried with 2 Aussie banks, Revolut, and multiple Wise cards.

        @superforever: I am also getting similar issue, created Turkey google account and added Revolt card succesfully.
        In play store, remove all other account and just add this Turkey account. Can see country as Turkey and Revolt card under payment method.
        Connect to Windscribe to Turkey and download the Disney+ app.
        Dis-connect the vpn and start the app. It's showing price in TRY, but failed with a message "Purchase with Google Pay is not allowed in your country".

        And there's only 1 payment method, Revolt virtual card added.
        Can download app while connected to turkey VPN.
        Disconnect the vpn, launch the app, can see the price in TRY, all good till this step.
        But when try to process the payment, finally failed with a message" Google Play purchases are not supported in your country"
        No idea what to do next. should I reset the phone fully?

        I have this problem when I connected it to VPN with the Disney app.
        
        I created my gmail account without VPN from the google app (to prevent mobile phone verification, only use VPN to download the disney app, may be they remember your google a/c as Turkey.

I've done it….. after numerous fails with the payment method not working this is what I did to get MINE working:

On my android phone, I turned on NordVPN Turkey and made a google account on the google play store.

Went into payment methods, and added my Revolut card to it, making sure that I picked Turkey as the country in the payment methods (they ask for postcode so I just searched for a postcode on google and used that)

From here, on my PC I installed Bluestacks. I then turned on my PC NordVPN Turkey and then used the new google account to sign into the play store on Bluestacks.

Making sure the PC NordVPN is still on, I installed Disney+ on Bluestacks.

From here, I turn off my PC NordVPN and set up the subscription. The prices showed in TRY and my payment method stopped getting cancelled.

It's tedious but I could not get it to work on my android phone. I think it was because I already had google accounts with existing payment methods and it kept reverting to those ones. I did not want to remove my accounts and so tried this. Hope it helps someone!

      All good, working fine. CDC card transactions take time to show up but remembered my previous D+ account so was able to re-subscribe and pay in Turk. Certainly one of the harder hacks.
      Ps. He's didn't use real name, but some info I can remember.

After multiple hours yesterday and several attempts today using both my android and IOS phones , finally managed to get this working on my android device with Nord VPN - $29.61 paid for the annual service - absolute nightmare of a process to get to this ! but couldn't give up. Cheers OP - upvoted !

After a lot of effort I've now managed to get to the payment screen in disney+ with 349 TRY but had an issue with logging into Google payments so restarted the app and now the message I've got is: "welcome, it seems your not subscribed. Please subscribe to disney+ to start streaming". With the only other option is to log out. No subscribe here link, nothing! Wtf?

Tried clearing app data/cache etc.

Anyone got a tip to get back to the payment screen?

  Force stop the app, then when it launches quickly click "cancel" as it tries to autologin with saved credentials.

Thanks to fishbomb's comment I was able to get this to work without even needing a VPN.

Create new Google account on phone

    So just to confirm on step 3/3 of the Disney registration (the 'Subscribe now' page), it will display $119.99/year and you click on that? And then it changes to TRY?

        @a1234my: If you have Turkey address in Google Pay and Turkey Disney app, ignore the amount from the Disney app, the final amount in Google pay will be in TRY and you should see the final amount before confirm to pay.

      On step 3 of 3 you click on the $119.99 option for 12 months. The wording of it makes you think that once you click on this option that's it you're locked in, but it will then bring up one final view which will show the pricing as TRY349.90

        In that case may be you have Google payment method already setup and used before, if it is a new payment method, google pay should came up to confirm first.

    For those who have the same issue like this, before you click on complete subscription, turn on the turkey vpn so that it will allow Google Play payment coming through. Dont turn the vpn on prior to clicking on the app, otherwise you will stuck in the blue screen forever. Hope it helps!
