    I think that when these type offers are scanned the register says something like "cost of living assistance".

      Yep that’s right. Mine look like “Cost of Living Offer” as the main discount, then a line item for Coupon Offer at a cost of $0.01 and then a line for Coupon Offset of -$0.01.
