I don't believe the rewards seats redemption points required have changed, these are a set amount based on distance as seen here.
You are probably referring to a normal business points redemption (impacted by pricing / surge), not rewards which are set per above.
That clears it up by the looks. But I just discovered for at least Rocky flights, there's no reward seats available anymore. That explains the higher cost seats being the "cheapest" I can see.
Yeah it seems as though they have removed the business rewards for the most part for that particular leg.. Brisbane to Melbourne is showing availability at 23,500 + Taxes, so it could just be a Rocky thing.

Flight redemptions with Velocity points have almost quadrupled in a few months. Used to be able to fly business class from Rockhampton > Melbourne for 40k points. Now it's almost 120k points just for the entry level seats. Hugely disappointing.
