      I've never seen this rule…ever.

      Even this popular deal had 10,000mAh for $18.71.

      I would say 10,000mAh (15W/20W) for sub $20 from a reputable brand is good.

      Something like 20,000mAh but 100W is priced around $80

      Actually it's 9.8 meters per second per second due to the fact it's an acceleration, not a speed only. We measured it in high school. Cool experiement. Mean't I remember it decades later though.
