i was so annoyed to know that petrol stations aren't allowed to mention the price over the phone…one could just drive over there and look at the sign but NO, they don't allow over the phone

The best price indicator I have seen for Melbourne petrol prices is the ACCC Melbourne petrol prices website. I mainly look at the graph at the bottom to predict when the lowest will hit (always a bit of a gamble).
