          yes but you Can't issue your own pink slip for Free!! so yes its a good deal as long as your car is in a fairly good nick not needing major expenses.

          you might be able to buy wipers for less than that, but most peoples time is worth more than a couple of dollars for the 10-15 minutes it takes to fit it.
